all of a sudden, i am in virginia looking up because i had been scribbling on the piece of paper and making changes. all of a sudden, i looked up and looked at my friends. i said, tom, we are not going into washington. we are going away from washington. we better stop. so we pulled over on the road. i started to calling of a friend and say, please, get on the computer and figure out where we have to get back to where we have to go. i had a law clerk who was driving down. he was from washington. he talked us back onto the road and to the hotel. it was a very busy 5.5 hours close to six hours, between the rain and getting lost. it was a very eventful mike. >> it sounds like not much sleep. >> no, we arrive in washington and two 30 a.m. i practiced my speech. the last thing i did was to read it and try to committed to memory. three hours later, when i got up, the first thing i did was to give the speech without the papers in front of me. when i was able to do that, i said, i got it. then i was able to shower and get dressed. i chose to be a lawyer and ultimately a judge because i find e

now, i think west virginia is tinkering with that, and that's probably a good step. in arizona's case initially we had quite a few lawyers on the commission. today we have very few lawyers on it. we've gone to a predominantly citizens commission, but the nonlawyer members are very well qualified, and they can express themselves well, and it works okay. but at least we can say to the public, this is not dominated by lawyers. the other thing that's happened is that arizona has opened all of their meetings of those advisory commissions to the public. and they ask when there's a vacancy in a judicial office for people who are interested in being considered to file an application and include their resumÉ. all of those are open to the public. and if you have all the data open and the meetings open to the public and a predominance of lay people on the commission, there's not a lot for the public to complain about in that system. and, indeed, it has produced some excellent judges. so i think there's no reason to think that states around the nation that still elect their jud

the university of virginia gave me my first job. i have a truly wonderful time here. it is a nice to see students here also. -- such as eric. who wandered into my class and realize that the drop date was too late. it made for a wonderful time. i'm going to talk a little bit about the quantity side. tom has talked about getting prices right, which is something economists like to talk about. i am going to look at the quantity. how much health care are we getting? is it the right amount? it may involve the different solutions and to getting the quantity right. prices matter, but they may not -- there may be other ways to get there. first of all, i want to make this observation. if you talk to most economists and ask why our health care costs growing so rapidly? why are health care costs imperiling the fiscal soundness of the united states government going 4 for the next 20 or 30 years? they will give you one answer. technology growth. it gives us good things, but it also cost more money. my usual response is to go back to an earlier debate about gun control where people
